I figured it out. Had to use nested filtering described in this article from 2012.
Measure code looks like this:

STDEV.P(Column B)
,FILTER(
ALL('Table')
,COUNTROWS(
FILTER(
'Table'
,EARLIER(Column A) = Column A

)
)
)
