DAX Totals not matching values

I know this one has been asked before, but I can't find a solution that fits my issue.    Imagine 3 tables:  A date table A Users table - single row per user, with a Productivity Target per user....

    Rename your current measure to be Individual Target then create a new measure

    Target = IF ( ISINSCOPE(Users[User ID]), [Individual Target],
var summaryTable = ADDCOLUMNS( SUMMARIZE( Users, Users[User ID]), 
"@val", [Individual Target])
return SUMX( summaryTable, [@val])
)
