    Plese try this:

    LastRelId = 
CALCULATE (
    MAX ( 'Table'[ID] ),
    FILTER (
        ALL ( 'Table' ),
        'Table'[isRelease] = TRUE ()
            && 'Table'[Category] = EARLIER ( 'Table'[Category] )
            && 'Table'[Base] = EARLIER ( 'Table'[Base] )
            && 'Table'[Index] <= EARLIER ( 'Table'[Index] )
    )
)
