What about trying
Opening time = IF (FIRSTNONBLANK(DWPROD [ST_CODE],1)= "VEL"; CALCULATE (DWPROD [Time stamp 2] -1800) / 3600; (CALCULATE (DWPROD [Time stamp 2] - 3600) / 3600))
