Column = CALCULATE(MAX(Data[Visit End Time]),FILTER(Data,Data[Representative ID]=EARLIER(Data[Representative ID])&&Data[Visit Date]=EARLIER(Data[Visit Date])&&Data[Visit End Time]<EARLIER(Data[Visit End Time])))
