DAX - How to get the dynamic max value from other calculated measure

Hi All,

I am looking for the help below,

Expected result in the Max of % ChangeRunning = 0.03 (Screen shot 1) and this has to be changed along with any slicer selection as shown below in 2nd screenshot. But i am not not able to ahieve that. Any help would be greatly appreciated.

What is your data model and what is the computational logic of the specific formula created? No further testing can be done at this time.
