I'm assuming you have two separate tables. Create a disconnected table with Yes and No values then add the following measure to filter your data:
Filtering values = IF(SELECTEDVALUE('Filter'[Filter]) = "No"; MAXX(FILTER(ListX;ListX[List] in VALUES(ListY[ListY]));ListX[List]);BLANK())Now use this measure as a filter on the visualization you need and select all values that equal blank.
