More information always helps. I will attempt an answer but follow this going forward: https://community.fabric.microsoft.com/t5/Desktop/How-to-Get-Your-Question-Answered-Quickly/m-p/1447...
How the DAX is written depends entirely upon your data model. If your data tables with your target and your actuals are linked to a common data dimension you should be able to simply add the following measure to your forcast table:
DistanceToGoal = [Target] - [MTD Avg]
If target and MTD Avg are not explicit measures, create measures on their corrisponding data tables or make a measures table.
***lots of guessing coming up here
Target = Sum(Target)
MTD Avg = Avg(MTD)
Then create the DistanceToGoal measure.
