After opening a DAX Formula window one has to click multiple times outside of the window for it to disappear. This takes up a significant amount of time. Simply clicking outside of the window should minimize or close the formula window. Instead, you have to click multiple times or click on a report object for it to go away. Having to click the up arrow at the top right is one click too many. Need to be able to click enter or click off to the side for it to minimize or go away.

Yes, it is buggy. Just click the arrow in the top right corner of the dialog twice. You have to do it twice. It should then behave as you expect until you expand it again.

Buggy indeed.
