    Hi nooneliveforeva,

     

    Would you like to try this formula in a New Table.

     

    Result =
FILTER (
    'SourceTable',
    'SourceTable'[Year] = 2017
        && (
            NOT 'SourceTable'[City]
                IN CALCULATETABLE (
                    VALUES ( SourceTable[City] ),
                    FILTER ( 'SourceTable', 'SourceTable'[Year] = 2016 )
                )
        )
