    oh my bad instead of , use && 

    test = CALCULATE(
    COUNTROWS(ma_out_full),
    FILTER(ALL(ma_out_full), ma_out_full[Update Timestamp] = "As of Jul 31, 2023" && ma_out_full[Transfer Status] <> "Case Closed")
