I´m trying to create a new column to calculate de tons (Tm) of the last month.
Cannot be a measure!!!

For the sample table you provided, you can get the expected column with the following dax:
Column = CALCULATE(MAX([TM]),FILTER('Table','Table'[Name]=EARLIER('Table'[Name]) && 'Table'[Month]=EARLIER('Table'[Month])-1))
However, it is recommended to transform it to a date column: date = date(left([month],4), right([month],2),1) OR separate Year and Month into 2 columns: Year = left([month],4) and Month = right([month],2)
In this way it is easier to deal with data for a few years.
