Customizing the Y axis scale

Hello, 

I have the below chart which has a secondary Y axis.  Currently the scale goes 0% - 8%.  I wish to customize that scale to 3.5%  - 5%. 

Is this possible?

@Carrhill , there is a start and end value for the y-axis you can give.
