Customize the ToolTip for a Matrix Visual

I am trying to customize my ToolTip for a Matrix and can not seem to get the values I would like to show. My Matrix shows various fields (Capacity, Effort, Revue etc.) as rows broken down by months (columns). I would like to be able hover over the Capacity/December 2019 cell for example and see the historic values for capacity from 2018 as well as the 2019. 

 

Does anyone know how I can accomplish this?

I think we can use tooltips based on report pages to work around.

Sorry for the delay in getting back to you. Because I am trying to show a historic value for a Matrix table I cant seem to get the table to know what cell to reference. For example when I scroll over Capacity for January 2020, I would ideally like to have a tooltip that comes up and shows only the value for Capacity for January 2019. If this is possible, are you able to explain how I would accomplish this?

 

The Matrix has data broken in to Month columns and rows that include values such as Capacity, Revenue, Budget etc.
