Anonymous you should sort by another column to set the order Sort one column by another column in Power BI Desktop - Power BI | Microsoft Docs

 

and put visual level filter to remove the bar with blank/emoty value.

I wouldn't recommend using SWITCH function in DAX if you want to achieve the same goal. SWITCH can only distinguish integers by itself. There are some solutions using VAR and SWITCH together as a workaround, but that can cause circular dependencie issues later when you try to sort the categories by assigning IDs to them. Using old-fashioned nested IF statement will save you some time.
