Select the Name slicer and enable edit interactions from Format section at Top.
Then Click on None in the second slicer as shown below. This should meet your requirements.

Edit interaction not a way to solve this problem.
It should apply filter but button size should be fixed, should not changed in 'Type'
apply or not apply filter , size fixed dimension.

As suggested earlier by wardy912 , In the current Power BI button slicer visual, there’s no setting to maintain a fixed card/button size when the number of visible items changes due to filtering.
If this issue is important, consider suggesting it on the Power BI Ideas forum for possible future updates.
