Custom number format? Or a special key/table perhaps? Need a way to illustrate unstable data values

Is there any way to apply a custom number format that would mark unstable data but keep the values as data so that it can be sorted and ranked?

 

This is what I currently where each element has 5 parts, unwgtd, weighted, horz %, vert % and will denote with an "*" if the data is unstable. So for row 5 - 9, "Column 1" is the same constant variable and "All" column row 5 would have a "*" if the data was unstable for the elements that follow in row 6, 7, 8 or 9.

Row 20  has "*" in the "All" column meaning the elements in row 21,22,23 &24 are unstable.  

Is there any way to denote this?  It might not be necessary for the use of the asterisk, I just have no idea how to have indicate these special values without interferring with the numerical figures. I know in Excel you can apply a custom number format that only changes how the values appear. Is there a similar power bi tool? Or perhaps a way to make a table with the column 1 values that would connect to other pages and assign the asterisk?

 

Any and all help would be greatly GREATLY appreciated! I'm stumped and feeling stupid.

@limewire so i guess you want to look at first row of each group and if it is marked * then you want to have anotehr column and put * for each rows of that group. in this 21 to 24 with have *

@parry2k How would that be seen in a report and how would you recommend I do that ?

@limewire I think question for you is, what is your end goal? What you trying to do? How you want to visualize the data in report? These question will define what we need to do,
