    Please check if formula below could help:

    Count =
VAR _count =
    CALCULATE (
        COUNT ( Table1[Data.Tags] ),
        CONTAINSSTRING ( Table1[Data.Tags], MAX ( Table2[CD] ) )
    )
RETURN
    IF ( ISFILTERED ( Table2[CD] ), _count, COUNT ( Table1[Data.Tags] ) )
