Custom Visuals not working offline
I am performing a POC for an important customer and the network they are working on is offline - no Internet access.
I can import custom visuals to Power BI, and I get a message stating that they have been imported successfully, but none of them appear in the toolbar so they are unusable.
If I try the "Delete a custom visual" option, there is nothing in the list. If I try to load the same visual twice, I am informed that it already exists.
This problem occurs only offline. There are no issues when connected to the internet.
Power BI version is 2.41.4581.361
Suddenly the custom visuals started working: I re-imported them, chose the update option, and they appeared.
The machine was apparently restarted at some time in between, so that may have solved the issue.

This issue should already been fixed on Nov 2016 version (same as yours) of Power BI Desktop. And I just tried to import the custom visual under no internet environment. The custom visual can be imported and displayed successfully. The visuals are also good after I close and reopen the PBIX file.
Does this issue only happen for some specific custom visuals?

I have a whole list of visuals that I want to use, and I had the issue with quite a few of them.
Tomorrow I'll be at the customer site and try the same ones that you have - maybe there's a difference.
