Custom Visual tooltips only shown on Reports but not shown on dashboards

I use Power BI Desktop to create some Custom Visual tooltips for reports/dashboards.

After publish the pages to Power BI Service, I find the Custom Visual tooltips work for the Reports, but can't work for the Dashboards.

When hove the mouse in a Dashboard, only default tooltips display.

What happened? How to deal with this?

Be aware that dashboard and reports have differente purposes and work in different ways.

Dashboards are used to make a snapshot of the information and reports to have the details, also be aware that the dashboards can be made of different visuals from different reports and the interactions between them is inexisting.

When you create a custom tooltip you are refering to a specific page on a report however when you pinned the visual on the dashboard that link is lost because there is no atual link to other pages on the report.
