Custom Themes not applying correct fonts, sizes

We have a corporate PBI theme with our color palette and font families, etc. We have the visual titles set to font size 13, but anytime I add a new visual, the font size defaults to 15.2, and some font settings for certain visuals choose the wrong font family. The Padding for Slicers is also somehow now defaulting to 6px rather than 0px.

Has anyone else had this issue and fixed it?

It's not a mission-critical problem, but it is annoying to have to change settings over and over.

I've met this issue before, but solved by clearing cache.
