Custom JSON Theme files are not working

Do any Microsoft employees know if this is expected behavior based on a recent update, or is this a bug that will be addressed? I'm not sure if I should be trying to troubleshoot it further or not. I did not see any posts on the PBI Blog about changes to custom theme templates.
