Custom Format icon of infinity values

Hi Can someone please advise me on how can I get the green icon for the value >=0 shown in the example below : it shows a red icon for the value 0.00%  where it should show green as its +ive value....

Thanks, Shaurya for your swift response

As per the rule in this row, Reserves has no Budget(target) but we have achieved and get the positive values but when we calculate the percentage  0/776 = 0.00   (Should show positive or Green)  hope it make sense now
