I'm fairly new with PowerBI. I did take a week long class but I have been asked to create this dashboard. I have already decided to make the bottom values be colored coded within the chart.
The Left values are columns in SharePoint, the bottom values are one column of values from another table, the top values are the same type as the bottom.
I have the left values in place but I can't figure out how to get the top values in place.

I don't understand what you want. What are the top values you mentioned?
If possible, please share your pbix without containing sensitive data and with the results you expect.

The top values of the provided chart are from a choice column, same with the values on the bottom.
The only values on that chart which are columns are the inputs down the left side.
Since I can only have two axis - I was going to use the bottom values in the grid and just color code them like the icons represent.
So two things - ONE- I want to highlight the number values based on another table - the ranges are held in a seperate table. I'm getting closer. The blue represents when a line is down. I realize I am not going to be able to replicate the PPT slide they want but if I can gett hose values highlighted it will be close.
