Cumulative Total with Breakdown

Hi,

I am currently creating a visual where I am taking the cumulative total of the count distinct of bills. This calculation works as expected & displays the numbers as expected:

Cumulative Bill Count =
CALCULATE(
DISTINCTCOUNT(Fact_Legislation_Unpivot[BillID]),
FILTER(
ALLSELECTED(Fact_Legislation_Unpivot),
Fact_Legislation_Unpivot[Legislation Date] <= MAX(Dim_Date[Date])))

However, when I try and colour this by using a category, the values are all duplicated and the visual breaks:

VAR __Category = MAX(Fact_Legislation_Unpivot[Category]
CALCULATE(
DISTINCTCOUNT(Fact_Legislation_Unpivot[BillID]),
FILTER(
ALLSELECTED(Fact_Legislation_Unpivot),
Fact_Legislation_Unpivot[Legislation Date] <= MAX(Dim_Date[Date]),
Fact_Legislation_Unpivot[Category]=__Category))

If not, sample data would greatly assist.

2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
