    Anonymous , try like

    Cumulative Bill Count =
    CALCULATE(
    DISTINCTCOUNT(Fact_Legislation_Unpivot[BillID]),
    FILTER(
    ALLSELECTED(Dim_Date),
    Dim_Date[Date] <= MAX(Dim_Date[Date]))
