Do you want to track existing Power BI ideas? There is a forum subsection for that, and you can subscribe to their RSS feed.
Or do you want to create your own idea management tool? Use one of the commercially available ones, or create a simple one with PowerApps. Power BI is the wrong tool for that.
i want to create my own. i get the data from excel. i want to create a dashboard from it so i can see all the important information. like this sample below

That's not an idea management tool. It's a report. What actions are you planning to take based on the report and in which system are you planning to take them? What are you managing?

Exactly one report. I want to see how many suggestions for improvement I have in total, with filter functions I want to see them individually like how many were in quarter 1, quarter 2 etc..
- I want to see how many of the suggestions are in progress, how many are completed.I want to filter by department, or by responsible person.

How does the data end up in Excel? Is a single person entering/maintaining it or is it done by a group of people on a SharePoint? How many items? Single tab or multiple tabs? Have you checked the links provided by Amit regarding data modeling best practices?
