Creating a cluster bar chart with scatter points in Power BI

Hi all - I have a chart that I have created in Excel with a cluster bar chart and scatter points above the bars. I am having some serious trouble trying to recreate this chart in Power BI. Is there a visualization, either standard or imported, that will create the same visual as the chart below?
