Creating a chart with date as axis that shows changing field over time

That looks like a Gantt chart. You could use one of the available Gantt charts in AppSource (click on the ellipsis in the visualization panel and "Get More Visuals". Or you could use the new Deneb visual and make a custom one. See this video, if interested.
