Creating Percentage column inside matrix

Hi all, first time poster and new to powerbi so apologies if this seems basic.  

I am attempting to create the highlighted column/table in powerbi.

 

 

I have got this far but am unable to produce the percent completed column due to the nature of the ‘Actual’ column. While the ‘target’ is a number, the ‘actual’ is a count of meetings held (mock up shown in the right of the image above) that I’ve produced using filters and the matrix visualisation.

 

What I need is a way to get the RPM ‘actual’ as a measure/column that I can then use to create the % complete column. I have tried some different counts/filters but don’t really want to have to create one for each advisor.

  • I may have solved it using the 'Percentage Differeance' quick measure.

      I can't do that as Actual isnt a measure - its a column I've created using filters and the built in count function. Im looking for way to be able to do your suggestion! Hopefully my image below explains my problem a little better. 

      I am trying to recreate 'Count of Meeting Type' (actual in my other image) as a measure/calulated column so that I can create the percentage as per your suggestion. What I need is something that can count the times meeting type 'Regular Progress' occured for each advisor.
