Create topojson with more than one shapefile

Hello, all I am trying to do is add a basemap to a shape map visualization. Below is the screen shot of my polygons (converted to topojson from a shapefile using mapshaper), but they make no sense without a basemap.

Does anyone know if a topojson can contain more than one shapefile? i.e. my polygon layer AND a basemap?

You may want to look into using a Choropleth visual instead.
