Create measure from row on table

Is it possible to create a measure from a row in a table as opposed to filtering only that row in the filters visual?

You can create the following measures and put them in the card:

@PabloGiraldo yes it can be done but what is the logic to identify which rows total you need,

I need to create a card with Project % Complete from the dates. 

So, (Today's date minus Start of Project date)/(Final Completion date - Start of Project date).
