This should simply be a display issue - you can modify the matrix rows to repeat row headers by following the instructions here: https://learn.microsoft.com/en-us/sql/reporting-services/report-design/controlling-row-and-column-headings-report-builder-and-ssrs?view=sql-server-ver15#TableNoGroups
You can put both the State and Customer ID in the row groups (and nothing in the values)
