Create a column to sort dates

You can create a calculated column based on the following DAX formula:

Application = 
VAR CurrentField = 'Table'[Field]
VAR CurrentDate = 'Table'[Date]
RETURN
CALCULATE(
    COUNTROWS('Table'),
    FILTER(
        'Table',
        'Table'[Field] = CurrentField &&
        'Table'[Date] <= CurrentDate
    )
)
