Advocate IVI also encounter in some times this case. Then tried having more space in C drive it worked for me. Have you tried this.

Firstly, please check if your .pbix exceed the 1 GB limitation. And check the memory usage of Power BI Destop.
Then try to remove unnecessary calculated columns to reduce the memory usage of underlying engine data compression. Please see a similar thread below;
