Create Graphs for each USA state on a MAP

I would like to create something like this. I have States column and Number of House in each state for last 10 years. How can I replicate above graph in Power BI.

P.S Shown viz has been created in Tableau.

There is no such existing built-in visuals or custom visuals providing exact same results as above graph, please check if you can use diverging feature in column chart to workaround this issue(see example below). Alternatively, consider to create your own custom visual.

Thanks Lydia for the detailed answer. I am going to give a try for custom visuals.
