Camp Engaged = if(AVERAGEX(FILTER('Table','Table'[UserID]=EARLIER('Table'[UserID]) && 'Table'[Camp]=EARLIER('Table'[Camp])),'Table'[Answer])>=3,"Engaged","Disengaged")
