Counting records that fall between Start and End Date, SUPERCHARGED

I am trying to create a measure or use calculated columns to count each row in CaseNumber column that fits within a YEAR date range. Ideally this would be dynamic to work into 2023.

 

Example:

For year 2022 - 3 cases are counted (the EndDate is blank)

For year 2019 - 3 cases are counted

For year 2020 - 3 cases are counted (same 3 cases from 2019)

So I can create a visual like this:
