Count rows based on filters

Hello,   Would like to count number of rows with the following conditions  Duration >= 45 AND Percent Complete >= 1% where Tollgate Phase is Blank   Tried the following measure but doesn't seem ...

    Hi jalaomar , you can create a calculate column:

    Column = if('Table'[Tollgate Phase]=blank() && 'Table'[Duration]>=45 && 'Table'[%]>=0.01,1,0)
     
    The sum of this calculate column is the result,
