    Hi Kavya_2001 ,
    You can create a measue as below

    CALCULATE (
    COUNT(Fact_stores[Storeid]),
        KEEPFILTERS (
            NOT 'Fact_stores'[Storeid] IN VALUES ('Exclude_stores'[Storeid])  
        )
    )

You can create a measue as below

CALCULATE (
COUNT(Fact_stores[Storeid]),
    KEEPFILTERS (
        NOT 'Fact_stores'[Storeid] IN VALUES ('Exclude_stores'[Storeid])  
    )
)
