I guess you want to visualize like below, and if so, please try to create the below DAX measure.

 

Status Count =
IF (
     ISFILTERED ( 'Table'[Proposal Status] ),
     CALCULATE (
     COUNTROWS ( 'Table' ),
          FILTER (
          ALL ( 'Table' ),
          'Table'[Proposal Status] = SELECTEDVALUE ( 'Table'[Proposal Status] )
)
),
COUNTROWS ( 'Table' )
)
