Measure =
CALCULATE (
COUNT ( table[column_to_count] ),
FILTER ( table, table[date_to_consider] <= TODAY () - 1 )
)

Thanks again @Samarth_18 but the thing is im calculating for new volume.
Example. In PH date is May 24 and the vendor's new volume date is May 23. So i need to filter all received date dated May 23 for todays new volume. Is it possible? Thanks!
