    JLambs20 , Try new measure like

     

    countx(Filter('SD Time Off', 'SD Time Off'[Time Off Start Date] <= MAX ( 'All Dates'[fulldate] ) && (
    ISBLANK ( 'SD Time Off'[Time Off End Date] )
    || 'SD Time Off'[Time Off End Date] >= MIN ( 'All Dates'[fulldate] ))
    ), 'SD Time Off'[Time Off Start Date])
