Count is wrong compared to Excel

I have a simple table.    It has an order number and a few other columns.

If I place the "Order" column twice in my table so that I can count the number of rows...it comes to 222.    If I export this table to Excel, the number is 221   (which is correct).     I have counted and compared the Power Bi rows line by line with Excel and there are 221 rows, even in the Power Bi table,  but yet the total says 222.     Any idea why?     (note I am not using distinct count).
