    Try this measure

    #Inpection =
    CALCULATE (
    COUNTROWS ( 'Stock_Daybook' ),
    AND (
    Stock_Daybook[UnderRepair]
    = FALSE (),
    Stock_Daybook[UnderInspection]
    = TRUE ()
    )
    )
