Count Row if criteria is less than

Hi I'm tring to write a measure that will count the row is 

 

if a certain criteria is less than 70%  I came up with the below but it is showing a weird number and there is currently only 14 rows. 

 

<70% = COUNTROWS(FILTER(SQL,SQL[AA Utilisation MTD]<.7))

Thank you, I found the problem, I had the wrong table in the first portion of the measure.

@Anonymous ,

Please try this:

<70% = CALCULATE( COUNTROWS( SQL ),
                  FILTER(SQL,SQL[AA Utilisation MTD]<.7))

If this doesn't work, please post your table as text so it can be easily copied.
