Hi,

In the Query Editor, right click on the OfferIds column and select Split column > By rows.  Create a relationship from the Offerids column of Table B to the Offer ID column of Table A.  Drag both column from Table A to your visual.  Write this measure

=counta('Table B'[Offerids])
