I am trying to create a new measure that counts data, but I have an issue with the way data is given to me.
One row will show when an organ was accepted and then transplanted. In the example below, Chicago accepted a right kidney, and it did end up going to a recipient. However, the left kidney was accepted in an offer not in the data, and it ended up going to New York. However, sometimes, the data will repeat (this data is given to me).
I want to disregard the middle row. Chicago did do the right kidney but not the left, as indicated by row 3. However, New York did the Left Kidney, but was not offered it fomally. Is there a way to create a measure that disregards the second row since row 3 has the correct data for Chicago and since row 1 is unique with New York?
By ID, I want the measure to count as....
New York=1
Chicago=1

What is the basis of this count, why blank is also regarded as a count, to be able to more detailed elaboration of your needs well.
