Test Measure =
VAR BlankValue = CALCULATE(COUNT(AnyColumn), Value = BLANK())
VAR Zeromonth = CALCULATE(COUNT(AnyColumn), Value = 0)
VAR CPI =
DIVIDE(BlankValue, ZeroMonth, 0) * DIVIDE(Monthly Savings, YTD Savings, 0)
RETURN
SWITCH(TRUE(),
CPI<1, "Over Budget",

)
