BI007 I don't see that particular setting in your screen shots from your first post. That setting is File | Options and settings | Options | CURRENT FILE | Data Load. Unless I missed it, your screen shots were of Prevew feature settings and tenant-level settings. But, assuming you have it enabled and it is still not working, you're probably looking at a support case because I'm out of ideas.

And if it is not there, then you could post it.
If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".

I'm using Premium Per User license. Maybe Q&A setting in Tenant should be disabled instead of enable? Is it worth trying? I shoud ask about it to Tenant Admin. No other things left to test
BI007 Maybe try signing-out. Does the tab then become active with a "Sign on and turn on Q&A" button?
BI007 Are you in the US? Maybe there is some kind of issue or bug involved here. You seem to be following all the steps here: Enable measure suggestions with Copilot in Power BI - Ben's Blog (datakuity.com)
I can tell you that you aren't missing much though. Here's a really simple query I did and the Copilot results were abominable.
I mean, not even close.
